Your monitor has memroy that saves the image it received over the cable for a short period of time until that pictures is put on screen. The screen changes its pixels from top to bottom so if the memory is writting while the picture changes you get 2 halves of a frame on screen. Top piece is old and bottom piece is new.

I have a 144Hz monitor and the picture formes so fast that i can' notice any tear.
I have to admit I was pretty good at ignoring tear on my 60Hz monitor.

EDIT: My father for example once asked me standing next to me while playing games why the pictures is cut in half so ugly. I didn't really notice it to much ... I got used to it over timed and my brain learned to ignore it. So take whatever I say with a grain of salt.
The quintessence however is that I can notice tearing on a screen if I want to but on my 144Hz monitor I have yet to be bothered by an tearing. If you want I can hop into CS:GO got to redownload though and tell you how it is. I don't play it regularly so I can't tell you of the top of my head.

Yeah if it isn't a problem then I would realy appreciate that and do you get screen tearing when you got lower fps or higher then the refresh rate (hz )??

Yes you will get screen tearing;

But as the other poster has suggested that tearing in higher refresh rate monitor is harder to notice.
