I'm pretty sure XFX and EVGA will let you take the cooler off without voiding any warranty. I think as long as you don't break any seals (like a sticker that is on top of a screw) you should be fine.

Honestly water cooling is a bit of a waste on the 1070, since temperature is far from the limiting factor, the chip it self has a clock limit that is currently a wall to higher clocks (2150ish haven't seen one hit 2200 yet)
