Since you have a ps4 and most of the ps3's exclusive titles are getting ported to the ps4 a ps vita would be smarter. It also has remote play which can be useful for you (streaming ps4 games to your vita).

i sold my old phone so i have some money to spend wanted a ps3 or vita for a long time since i sold my last gen console when i got into pc gaming three years ago. i will end up with both at some point just don't know what one to buy first.

well its totally up to you. Do you want to play mobile games or some sweet old games like black ops 1 or MW2.

Given that you can play all old games on pc with the exception of exclusives, I would go for the vita. Also the best exclusives have (to my knowledge) been re-mastered for ps4 (the uncharted games along with last of us)
