I have a evga gtx 960 and I overclocked it. I turned the gpu clock offset all the way up and it improved fps by like 5-10 all I want to know is if my card is safe with that option and me having the voltage about half way

The gpu will be fine, it has its own voltage cap anyway. As long as your temps aren't at 90C 24/7 it should be sweet.

yeah you'll be fine

Ok and should I keep the memory clock offset at default?

Increase it a bit, just make sure its stable.
