For this price range I would rather save on the CPU/MB, get some i5 6600k, and get some GTX 1080, or just save some money, also I dont think that the WD Black is necessary if you have a good conection to just download the games when you need them with the SSD.

My budget is $1400, so this build is slightly over, but I'm fine with that.

 

But the question is:

 

Is it justifiable to buy the 6800K over the 6700K and the Asus X99-A II motherboard over the Asus Z170-PRO?

just gaming? get the 6600k to save money.

Few questions.

This looks more like a gaming/recording/streaming rig. Where the 1TB is for a massive Steam library and the 4TB is to save VODs or Recordings and a 500GB for the OS and frequently used programs and games and the i7-6800k, this screams a recording/streaming/gaming rig.

The PSU is overpriced, you won't see it anyways in a Noctis 450 so just get a 850w EVGA GQ/GS/G2 or any XFX or SeaSonic.

Why those specific motherboards? Not that I have a problem with Asus's products but I do disagree with what people deal with in an RMA for Asus, I'd personally get a AsRock or MSI board at this budget for better support and for AsRock, Imo a better overclocking chance at least with skylake.

the cpu is a little overpowered if you want to save a bit of money get skylake
