Hey, guys, I know it might seem dumb, but my computer just isn't performing how I feel it should be. As of right now, I'm using the combo of an I3 4170, and a (Non-X)R9 270. I don't know if it's the CPU, or the GPU, or both, but this computer struggles to do some of the most basic things. From just playing Insurgency with Frame Drops everywhere, Having to play overwatch on Low just to make it playable, terrible stuttering in almost every game I play, and even my browser (doesn't matter which browser I use, they all crash in this instance) just flat out giving up when scrolling through Facebook. I was thinking, maybe just buy a RX 480, and boom, problem solved, but I wanted to know if maybe there could be other factors that would be slowing down my PC. It's kind of been like this ever since I first got it, so I don't feel like it's something to do with having Malware/Viruses, because I usually have my Anti-Virus off in the background, but when I run scans it says my PC is fine. Any suggestions? Thanks.

grab a SSD and reinstall windows on it. also make sure you get all of your drivers.

I don't see how grabbing an SSD would prevent almost any of the issues stated. Also, I'm fairly certain all of my drivers are up to date.
