Im assuming that the 1060 is at 980 level performance.

In 2 years, will a 980 still be good enough for max settings?

It's not good enough now.

With this GPU, I will only play 1080p at 60fps. However I want all of the settings cranked to maximum. Will be 1060 be good enough to do that for two years? Or is the 1070 a better choice

(i will most likely be replacing my gpu with a 1170 when the 1170 comes out in the future

1070 easily for best future proofing.

Well since there are no official benchmarks for the GTX 1060 I would say wait till they are out before you jump ship. Nvidia says it runs like a GTX 980 since is more than enough for 1080P 60FPS.

Even though we don't even know the performance of the GTX 1060 (seriously, wait for benchmarks), I doubt it'll run all titles maxed out at 60FPS for the next two years.

GTX 1070 is the way to go.

I have had one (GTX 980) since launch day and I still feel that it is more than enough for 1080P 60FPS in almost all new games. BF1 will be the new test for me.

It would be able to handle games at 1080 max settings @60 for 2 years , its not like in 2 years there will be games with Real Life graphics...

Can it even handle GTA V at max settings at a locked 60 fps right now? There is often a gulf in performance between max settings and ultra settings.

Yes with a good CPU a GTX 660 can handle GTA 5 on high settings 40 fps
