doesnt matter where u are, they all pull same wattage. 
Any power consumption graph oput there is not just for the specific GPU but its showing TOTAL SYSTEM POWER CONSUMPTION with that GPU.

The above is absolutely true, but it should be mentioned that just because the system will draw 400 Watts or less doesn't mean you only need a 400 Watt PSU. Power supplies are at their most efficient when they're not constantly run at their peak output, so it would be ideal to have a good-quality PSU around 500 Watts.
