unless you look into overclocking then there isn't a need for it but its nice to have for the future.

Sorry, but your budget is too low to spend money on things like a cooler.  You have a low quality power supply, and a CPU that is not really worth buying for a main PC, especially gaming.  Mail in rebates do not make your purchase cheaper.  You might get some gift cards in the mail a few months later.

Soo at the moment I have this build; http://ca.pcpartpicker.com/list/t3PFtJ

I plan to overclock the cpu to about 4ghz-4.3 ghz give or take, although I can up my budget to about $650. What should I do with the extra $100 if i do plan to use it, a better cpu or a better gpu??

(A 240gb ssd cause atm on my laptop I only use about 120gb so yeah)

The CPU is crap and the GPU is crap.  The PSU is crap too.  You will overclock a shitty CPU and what do you expect to happen?  All of a sudden it will do things it could not do beforehand?  Games like GTA V won't run no matter how high you clock the Pentium and games like Fallout 4 will run like terribly, if at all.

 

You are wasting money on the SSD, the case and CPU cooler.

 

Why are you buying Haswell?

The RX 480 performs between the GTX 970 and GTX 980 (R9 390 and R9 390X).  You won't get better performance at that price.  The RX 470 will launch soon to and be around the GTX 970.  The best plan is to wait for now.

Fair enough.  I would still spend the extra $50-$75 on an i3 6100.  You don't need cooler, so that money goes into the CPU.  The clock is already 3.7GHz.  With Skylake you get faster DDR4 RAM which also contributes to CPU performance.  It is a bad decision to go with the Haswell Pentium chip.

If you truly believe you only need the two cores (two threads) you can go with a Skylake G4440.  But if a game or program wants to use more than one core, you will suffer for it.

 

My build is just an example of the best way to spend the $700.

 

Honestly, my best advice would be to go for a i5 6500 and leave the GPU out in the beginning.  Then hunt around for used GTX 970/R9390s and up... or grab a RX 470/RX480/GTX 1060 depending on how much you want to spend.

The RX 480 is released, just hard to find.  I don't know when the 470 will hit the stores though.  Could be really soon.

 

The iGPU that the i5 6500 has will allow you to play CS:GO at relatively playable FPS but it won't be ideal; it won't be competitive, you will be at a disadvantage.

 

Here, this is a much worse iGPU on a very bad Celeron chip.  The i5 6500 iGPU will be about twice as powerful:

Not much more.  The RX 480 is a great performer for it's price range. 

 

I would add a CPU cooler to keep the PC quiet:  $20.

 

I would add another 8GB stick of RAM to double the available bandwidth:  $35

 

...maybe something else... but not a better GPU... unless you can find a used GTX 980 or R9 390X for $280.

It would probably be the CPU upgrade.  GPUs are a bit weird right now.  High end cards from last generation are almost obsolete when buying new.  The RX 480 is partly responsible for the obsolescence.  R9 390X = $450 - GTX 980 = $550 - GTX 980Ti = $650 - GTX 1070 = $550

 

The next real upgrade is the GTX 980Ti/GTX 1070 level.  The 1070 is $550.  The i5 6500 (minimum CPU recommended) is $250.  That alone is $800.  I would sorely have to butcher the build to squeeze in all the other necessary parts for $200, and would fail.  If you went with an i3 6100 it would work, but you lose half your real CPU cores.

 

The i5 6500 + RX 480 is a solid gaming build.  You will be able to play any game at a decent frame rate.  You will be able to stream games to Youtube and twitch if you see the need.  I have an i7 and an i5 build below.  The i7 build is cut down because the i7 is $140 more.  The i5 is a better value.
