I know it sounds weird, its just the way people say it.

But a CPU bottlenecking a gpu - the cpu isnt as fast as the GPU thus not unleashing the full potetntial of the GPU,  I think that clears it up a bit.

If you dont want the Intergrated graphics just get a athlon 8++
