After doing some research I noticed that ddr4 memory doesn't help increase fps so the i5 6600k won't be that helpful so is there a i7 with a higher oc limit in the same price range without drr4 memory

All Skylake CPUs have support for both DDR4 and DDR3L memory. You'll be able to use DDR3L if you buy a Skylake-compatible motherboard that specifically supports DDR3L. But as DDR4 is now approximately the same price as equivalent DDR3, I don't see the point.

 

Is this an upgrade to an existing system, or a new system entirely? Is it just for gaming, or something else?

Use DDR4 please. Regular DDR3 has some issues with Skylake according to various people bitching about it.

My guess is that you have some DDR3 memory that you want to carry over to an upgrade. But, as pointed out above, the Skylakes are designed to use DDR4 memory and can use DDR3L also. Some people have tried using regular DDR3 (non-L) memory but in many cases problems have arisen.

 

So the best bet, if you wish to re-use DDR3, would be to get a Haswell such as the i5-4690K. If you want to go for a Skylake processor, bite the bullet and get DDR4.

Unless there is some advantage to DDR3L I'd just go with what Skylake was primilarily tested for (at least I'd suspect that given I've barely even heard of DDR3L), DDR4
