I figured this would be a fun one for us PC master race members.
I friend of mine, a very wealthy one, wants to know what is the absolute best build that can be done today. He said that he doesn't care about performance per dollar, just wants the best raw gaming performance available. I haven't ever really dabbled in raw performance builds since I'm broke so I don't really know, any suggestions?

I sent him these and he said "That's it?" to the cost. I really hate him sometimes. Thanks everyone! Ill pick through these and hopefully let you guys know the final parts list!

Also he mentioned wanting a custom water loop that includes weird stuff like his ram, he said he read somewhere that thats a thing.
A. What is the average OC on a good custom loop for the 6950x? If they can even be overclocked?
B. Where can he find the parts for a custom loop for something like this?

6950x is very thermally limited by overclocking. Getting it to 4.3 is quite the achievement. For gaming the 6900k which should be able to hit slightly higher clocks will likely be better.

performancepc.com sells basically all the EK parts out there. EK has a configurator for mobo's/graphics cards. A good custom loop with 2 rads, 2 gpus, and a cpu will cost about 900-1500 dollars to build w/ ek parts.

Feel free to use the link in my sig as a one generation older example.

Here is my entry http://pcpartpicker.com/list/7jFzM8

It'll do better than the 6950X as that's a lower clock speed for a number of cores that games don't use.
