Another option is trying SpeedFan.

Would PWR_FAN and CPU_FAN2 work?  Also, I tried speedfan before and it didn't seem to work.  (Could be my error though)

I think pwr_fan just runs the fan at 100% but I may be wrong.

Yeah, cpu_fan2 should work.

SpeedFan can be a bit confusing. What settings did you try using?

I tried manual for PWM1-3 and then attempted to adjust speeds with no response

Yes but it depends on the motherboard more than SpeedFan.
