This heavily depends on what you would use the CPU for. If you are building a gaming pc, you generally want higher per core performance over the amount of cores. 4 cores are enough for gaming.

When doing CPU intensive tasks like video editing or somerhing, you generally want more cores to speed up the process. (As long as the program you are using can utilize multi core workloads)

For gaming right now, the best pick will be i7 6700K. Games is not that good at using multicores to the point that the extra cost of a i7 6850K is worth it. In most games today, you will not experience much difference between the two.

As of now, save money and pick 6700K. Or use the money on a monster gpu, like the gtx 1080.

Yep, that sounds about right. You would need to check with the manufacturer to see of they rolled out a BIOS update for Broadwell-E.
