There will be less load on it since it will only have to render 60 frames per second and not as many as it can, which could be 80, or 120 or 3000 depending on the situation.  As a general rule though, if you are going to limit the frame rate, do it with something like vsync rather than an in-game frame limiter, as those can often cause stutter and the feeling of a framerate that is much lower than it is.

Sure, if you locked 60fps the GPU wont run at full speed all the time since it dont need the extra power, so potentially it could improve the lifetime of the card.

it will help the GPU as it wont be required to pump out the frames so it will not have to work as hard. It is 100% find to leave it unlocked and let the GPU run wild.

With a 60 hz monitor, you're only ever being shown 60 frames at a time, so any framerate higher than that doesn't really matter. Vsync will limit FPS to your monitors refresh rate (60hz). If you don't want to use Vsync, then frame limiters help keep the FPS under control.

 

There's no real problem with not having your FPS limited, it's just if your FPS is over your 60 fps already, then all those additional frames being rendered are excess work for the GPU that doesn't benefit you and just generates more heat.
