Intel be like: "eh fuck it, give 5% more performance and call it a generation"

The e3 1231v3 is still great value

Like i can go with some cheaper motherboard and this xeon OR with i5 6600k and z170 mobo but this second one would cost a bit more.. what would you choose?

If you care about overclocking, Z170. If not and want much better multi threaded performance, go with the Xeon.

I would be hypocritical to say i would go with the xeon, since i'm getting a 6600k. But a deciding factor to that was because i found a z170 motherboard that perfectly fit my needs and budget.

If you give us the prices you are paying for those things we can better consider the value.

i5 6600k + z170 would cost me 360 euro (without cooler) so around 400 euro with cooler and xeon + and some motherboard would cost me 300 euro (+ i could try using it with stock cooler)

If you aren't intrested in the trial and error fun overclocking but just want best value saving 100€ would be pretty nice.

100€ is a lot of games during steam summer sale or a new mouse.
