It's probably got put there when you were on your previous Windows, and just stayed there when you upgraded.

Regardless it is just a shortcut. The .exe can always be found/downloaded, if you ever need to upgrade Windows 10 to... I guess... Windows 10 (maybe in the case you REAALLY love the upgrade process that you want to relive it again and again :P)... so I doubt it will be an issue.

i got windows 10 in july when it was released

It looks fine, providing a screenshot earlier could've made this a lot easier.

Assuming you didn't run Windows Media Creation Tool or something which could have created that shortcut, it is probably malware. Access the property of the file. And see What path to exe it is linked to (Target filed in the Properties panel)?
