Is my build bottle-necked?

Hey, I just completed a build recently, and decided to buy a few games from my Steam wishlist to test it out. I've not been able to maintain 60FPS in either Subnautica, or The Long Dark. I've noticed my GPU isn't being fully utilised, usually hovering below ~50%.

System specs:

GPU: Zotac GTX 970 4GB

CPU: Intel i5 4460

Memory: (1x) 8GB Corsair Vengeance

PSU: 500w EVGA

Not a CPU or GPU bottleneck. It's the terrible coding of the game themselves.

i3-4170, H81 board, 8GB DDR3, Crucial M4, GTX 770, Xigmatek Vangaurd Case, Creative Titanium X-fi, Razer Carcharias, 500w PSU, 24" VA panel and a 42" IPS. Thinking about getting a plant.
