PC Build an last recommendation

Going to build my first gaming PC and after days of planing I thing I have a build that is good to go. I just want to make sure all the part are compatible and there are not better options out there. Lastly I would like to now if I should add an optical drive to the PC to Download windows or use a USB drive and if I picked a good monitor?

Monitor is a bit expensive for what you get. The rest looks really good.

i7 4790k | MSI Z97S SLI Krait Edition | G.Skill Ripjaws X 16 GB | Samsung 850 EVO 500 GB | 2x Seagate Barracuda 2TB | MSI GTX 970 Twin Frozr V | Fractal Design R4 | EVGA 650W

A gaming PC for your budget: $800 - $1000 - $1500 - $1800 - $2600 - $9001

You can get a cheap copy of windows on websites like kinguin.net, I've got one for about 20 bucks and it would save like 70 bucks, which you can save for like a better case or just spend it on some games.

Yes, they are legal. However, they are mostly OEM versions.

you could probably get some faster or a higher capacity RAM for the same or less price if you go with a different brand, unless you have a specific reason for getting the G.Skill

For the monitor get this instead, the monitor you selected is not very good value: http://pcpartpicker.com/product/PmyFf7/acer-monitor-umfg6aab01

You might want to get a better CPU cooler: http://pcpartpicker.com/product/Ztp323/cryorig-cpu-cooler-h5ultimate

I would get this SSD instead: http://pcpartpicker.com/product/3kL7YJ/samsung-internal-hard-drive-mz75e250bam
