I got this phone from a co-worker who bought it from a seller. Its a Mobicel Candy. It was wiped and factory reset by the seller as well as I. 

Now heres the issue:

 

As soon as the phone starts up after the reset - It goes to the setup page, and asks to be connected to a wifi network. After doing so, It takes you to a page saying

"This device was reset. To continue, sign in with a Google Account that was previously synced on this device."

We need to get rid of this to set up a new account - because he does not have access to that previous account, and he paid for the cell phone.

Before a factory reset all the Google accounts have to be deleted and the device lock password must be removed (either swipe to unlock or no password).

 

I don't know of any way to get around this, unless you have a Samsung or an LG phone.
