That's fine. It's how fans speeds are controlled via DC.

I'd go with an NZXT Grid+. It's a very nice product.

Why not use the motherboard's built in software?

i used it but for rear fan only because  i have only 1cpu slot that my pump are connected and  2slotfor fan case  1 on rear  and one is available .

Of course it's safe. Fans don't use that much power and there wouldn't be splitters if it wasn't perfectly fine to do so.
