I think the i5 6500 can be a good choice. You can get away with a $50-60 board and use the stock cooler. Once you add up the cost of this CPU + rest of the parts, you get a budget of around 300-400 for a GPU, pretty decent.

Another option would be to spend closer to the $1000 mark and get a 6600k + Z170 mobo + a cooler, which allows you to OC but increases the total cost by $120-150. It's not a bad option if you want to get more CPU performance by doing OC.

For a new pc builder which one would you recommend, also would you recommend OC for me a novice, take in mind I am not a huge pc gamer my main focus is CS:GO, but I would also like to play other games like Hitman for example, but not very high graphic games where you need more computer power, hope you understand.

For $850, this is the build I'd do for that price point. Has the new RX 480 and the i5-6600k, which has the highest not OC clock of all the sky lake i5s. This build could be over clocked, but in your case if you do this you wouldn't need to over clock as from my view it doesn't seem you need too. This build will be quiet with the aftermarket cooler.

When you need them.

Seriously... unless you know of an eminent release of a ready product, you don't wait.  Have your budget, and start looking at prices and reviews.
