What kind of hdd are you using? If its old, slow or a bit full that could be causing it. Also do you have many background programs running? You can see whats running through the processes tab in taskmanager, the drops could also be caused by a antivirus depending on what one your using... Are the drops frequent or random?

Could be that your VRAM is too low. Try monitoring it's usage during games using MSI Afterburner. Also from what I've heard GTAV can be quite unplayable with only 8GB of RAM with hitching all over the place and frequent pop-in.

CPU - Ryzen Threadripper 2950X | Motherboard - X399 GAMING PRO CARBON AC | RAM - G.Skill Trident Z RGB 4x8GB DDR4-3200 14-13-13-21 | GPU - Aorus GTX 1080 Ti Waterforce WB Xtreme Edition | Case - Inwin 909 (Silver) | Storage - Samsung 950 Pro 500GB, Samsung 970 Evo 500GB, Samsung 840 Evo 500GB, HGST DeskStar 6TB, WD Black 2TB | PSU - Corsair AX1600i | Display - DELL ULTRASHARP U3415W |

I'm just throwing ideas out there. It's going to be very hard to help you without seeing what MSI Afterburner shows and your full specs. It could be too little VRAM, maybe overheating of CPU/GPU, bad driver or even bad PSU.

I am  not good at this but maybe to low Vram I mean normally a game takes 4 gb of Vram=ram in Gpu(almost)

GTA V with 8GB of RAM is actually completely fine. Hell, I was able to manage it on 4GB of RAM.

Games use what is available to them, not a set amount.

You're right, I was thinking of 4GB from this video

so guys what should i do ?

Have you monitored your temperatures at all? It's a bit of a long shot, but it's not at all unusual to see performance drops like that from a card that is throttling.
