Yes you can. As long as they are the same GPU (in your case R9 390 and R9 390) then the manufacturer dont matter

Yep! I don't see why not because they're pretty much the same card just different coolers. Try to make sure that the cards are on the same clock and all that stuff, that would be the only problem I would expect.

If I recall correctly for AMD's card you dont need a bridge, as long as your mobo can handle 2 GPU then they will be linked automatically

Yes you can do that no matter what brand they are, but they both must be r9 390's
