Looking to upgrade my CPU. Trying to decide which of these two CPU's will be a better upgrade going forward. Cost is a big factor here, as with the Skylake i5, I'll need all new ram. Coolers shouldn't be considered as id be likely to go with a large closed loop water cooler for both CPU's. Any advice?

Whichever is cheaper - Skylake is around 10% faster than Haswell and that's it

Yup, PCs don't run as hot. And import tax / product availability isn't so bad.
