I currently shoot with a Canon 6D and 50mm f/1.4. If I want something wider or tighter I bring out either my 28mm f/2.8 or 135mm f/2.8 but both of these are old manual film lenses that I picked up for about £10, it's about a 50/50 split on usage between the two.

 

I am looking on getting a new lens and I am torn between the 17-40mm f/4 and the 70-200mm f/4 since they are around the same price used at the store closest to me. I was wondering if anyone has any good or bad experience with either lens or a suggestion on what to go for.

Depends on what you want to do.  Both are decent lenses.

if your shooting small stuff i would go for the wide one.

I would normally suggest a f1.8 or f1.4 for people starting out but you already have that covered. A good overall portrate lens is a f4 70-200 but if your more into landscapes and bokah ECUs then stick with a wider faster lens. If your looking for a really artsy pics, look into tilt-shift or fisheyes. Both will give you some really unique looks.  

 

In the end only you can really tell what lens you need. If you don't know, rent a couple lenses and go out and shoot for a day, by the end of the day you'll know which one you want. Better to spend a few bucks on the rental of a lens you end up hating then a few hundred on buying it.
