how can i put the rx 480 in the pc part picker list when its not there like adding basic text and my own price until it comes out you know

 

this http://www.tomshardware.com/answers/id-2194406/fan-cpu.html        leads me to believe i need a cpu cooler and i dont reallly mind spending 25 on a fan even if it only slightly helps

use the 'add custom part' button at the bottom. the 1231v3 already comes with a stock cooler, so a 212 evo isn't necessary.

it was mentioned that i may not need a cpu cooler for a xeon but im not entirely sure thoughts? i would rather pay 25 than be sorry you know and how do you know what fan rpm you need

the stock cooler included should be good enough. but if you want, you can go get a 212 plus anyways, the temps will be much lower and more silent.
