I suspect it's that PSU. Looks funny. How much did you pay for it and what brand is it? If you have another computer lying around try swap the PSU.

WiFi - 7ms, 22Mb down, 10Mb up

Ah. It's probably not the CPU or RAM since you're getting an output on-screen. Have you tried the igpu (if your mobo/cpu has one)?

Hmm, probably something to do with the motherboard. See if the manual has any definition for this error code - in this situation I'd probably send the mobo back and get another one.

do you have a ps2 keyboard ?
can you check that everything is plugged in right (even front panel usb and stuff...)

msi's code 99 usually reffers to a dead board....

 

try clearing the cmos ?
