Fallout runs like ass on AMD rigs. It's just a thing. You'll need to disable Godrays, and screw with the shadow resolution settings. After you do a few little tweaks, it should run fine. I've got it maxed on my FX-6300 with about 300 mods, so...

Well, I have 2 problems with your setup...  First is the expectations.  "Complete ass" to me is like 20FPS.  And I can easily say that at 1920x1080 resolutions, that game can be maxed out at about 45fps with that setup.

Now I don't know what your software situation is like, and I don't know if that PSU is going to give your setup enough juice to do what it wants to do.  I had a R9-290 and a Phenom 1075T that wouldn't run on a modest 600 watt PSU.

If you want to test if it is your CPU, underclock your video card by about 10%.  Give it 10% less power, and ask 10% less clock speed.  It will, if nothing else, give you more stable numbers.

Please spend as much time writing your question, as you want me to spend responding to it.  Take some time, and explain your issue, please!
