Is there any free software Amp that can be used to make Earphones/Headphones sound better?

No, the best thing you can do is to use some third-party audio drivers to utilize more cpu power for audio encoding (like asio4all).

You need a proper hardware for better audio processing.

You would need a program that EQ (Equalises) the sound to make it sound better. But an amp wont make it sound better, but it will make it sound louder. People often mistake louder for better, but don't be fooled.

An amp wouldn't make your headphones sound better, An amp should only make your headphones louder. 

You can get software that will let you raise the volume beyond what Windows will allow you, but what will also introduce a lot of distortion to the sound.

Yes I know but I heard some say that you need an amp to go with headphones so they sound the best and i figured an amp is different then an audio equalizer/enhancer thus making this thread

Well yes, an amp is different from an equalizer. 

But the sole job of an amp is to make the sound louder. An amp isn't supposed to change the sound that is fed into it (unless you use a tube amp). 

An amp is not necessary unless your headphones aren't getting loud enough. 

 

If you want to change sound, then an equalizer is your best (and cheapest) bet,

Amp stands for amplifier. Like said, its purpose is to make sounds louder. It's used for HQ headphone that need more power than what integrated audio chips usually provide. It might seem to make sounds better, but only because you didn't hear whole range before.
