So up until a week ago, my desktop was working perfectly fine. I have had it for only a few months and rarely used it because I have a gaming laptop. It is custom built and all the hardware was bought new apart from the HDD which I bought refurbished from Newegg (risky business, I know). I had ordered a GTX 1070, and decided to change the CPU cooler from the stock cooler to an old Cooler Master 212 Evo as well as add my secondary 2.5" HDD from my laptop. After installing the two, I found that the desktop would start, but shut off after a second or two. After doing some research, I tried some standard procedures like testing each stick of RAM on its own, checking for loose cables, checking the MOBO to make sure there wasn't any thermal paste or anything else on it, as well as reverting to the old stock cooler and removing the newly installed 2.5" HDD. None of that made a difference. So then I tested my brother's 500W PSU on the desktop and that didn't change anything either. At this point, I assume it is the MOBO (considering it was pretty cheap). So I ordered a new MOBO (see above under 'New hardware') as well as a new PSU (I wanted to get a better one for when the GTX 1070 arrives). I just finished installing both and nothing has changed. I do not have another Intel 4th gen ix CPU to test, so I am running out of options. Is there anything I have missed? Is it likely the CPU? could it be the case? I should add that there was no beeping from either MOBO during the testing. As well (in case it isn't apparent), there is currently no GPU apart from the iGPU in the CPU). Lastly, the GTX 1070 still hasn't arrived, so I haven't tested with a GPU.

Did you re-install the OS after changing the mobo and PSU? you haven't mentioned anything about the OS and drivers for the new mobo or the BIOS being updated either.

So Windows 10 is currently installed on the primary HDD (1TB 3.5"). I haven't re-installed it because the system won't boot. As for the drivers, the previous MOBO drivers are still installed on the primary HDD. I haven't had a chance to install the drivers of the new MOBO because the system still won't boot. The secondary HDD (2.5") is formatted.

And I will try to hunt down an ohm meter! Thanks for the suggestion!
