I am looking to build a server that can run a rust server and a minecraft server. My budget is around 400 dollars. It wouldn't have to be high end just enough to run those two and some utilities. Please let me know what would work thanks.

I also would like someone to explain what I should look for in the specs of hardware like a CPU or a GPU.

I'm not that great at making server builds since I'm always doubting what I should prioritize but I do know that you want the crappiest cheapest working GPU that you can get as the GPU is 100% useless in terms of improving the server. The GPU is only there so you can actually setup the server (because you still need video to do stuff).

Just get a cpu that has an iGPU and you'll be fine... 

Do you want new parts or would you consider used parts? You can buy old servers for super cheap on eBay and they will do awesome for ya.
