Weird port forwarding issues

So I have a router (#1) which had another router (#2) connected to it via a really long cable. My server is connected to the second router and I need to port forward for stuff. I went on router 2's config and set up the port forwarding. I saved the settings.  For some reason it didn't work though when I did my off-network test. So tried to set the port in the first router but that didn't work, which made sense. Router 1 is a Netgear C3000-100NAS. Router 2 is a Netgear N150. Does anyone known what I should do? I need to get this done quick so please help.

I dont know why the port forwarding on the second router doesnt work, do you use DMZ? you run on dhcp or static on your server ? which os are you running ?

why are you connecting router-router instead of router-switch?

I'm running Windows on the server (a bad idea). Also I don't really want to buy a network switch but maybe I'll have to.
