If I buy 2 of those cables, can I just solder the cables together so 1 button starts 2 PCs?

I'm doing dual motherboard in 1 case and wants to start both at the same time, since I have one powerful PSU that covers most of the system and a weaker one that covers 2nd motherboard and 2nd CPU. And no, big PSU is transferring from current system, so I wont buy a another big PSU. Not when the one I have can handle everything except 2nd motherboard and 2nd PSU, do to lack of cables.

any two wires momentarily touching will turn it on

Yeah as long as those two jumpers on the motherboard are connected, the PC will turn on, regardless of whether another PC is also being turned on, you could solder both sets of wires to one switch (or just wrap them around)

Since its a more permanent fix, so is it better to solder.
