ECC stands for error correction RAM. It's like any other RAM, but it is capable of detecting errors (for example, a bit flipped from 1 to 0 due to electromagnets or cosmic rays) and even fixing them (Supermicro motherboards' specs say it can fix single-bit error, but can detect double-bit errors).

 

As for your question, it does not mean it needs any specific cooling. ECC RAM sometimes has some own heat spreader on top as well.

Fbddr2 can hit well over 100c if not cooled and could cause stability issues, or destroy the ram, but sticking a fan over it is enough.
