Steam problem

Hello my friend bought CS:GO as gift from G2A and now he cant add me neither i can. 

 

Its 13Euro on steam and 7.90 on G2A. I dont have enought money on paypal to buy it from Steam directly and if i buy it as a gift like him we dont know how to invite eatch other in the game to lobby so we can actaully play. 

 

What should i do? 

 

If i try to add someone it says: your account does not meet the requirements to use this feature
