hi i just finished building a x99 pc.  processor is the core i7 5820k.  i cant seem to get the pc to turn on.  the motherboard that i have is the asus x99-e.  there are lights that turn on when the system has power by the pcie slots.  when ever i press the power button they go red and turn off.  the 24 pin is also not connecting fully no matter how hard i try.  is that supposed to be like that and why wont the pc turn on?  this is my first true x99 build.  ive always done z97

Try putting the 4 pin in before the 20 pin connector on the 24 pin motherboard connector.

but will that fix my power issue?  is there any other things to do if that does not work?

Just start with this. Sometimes, there'll be a lock preventing you from putting the 4 pin connector after the 20.
