When my PC in completely turned off i press the button to turn it on. it turns on for about 2 seconds and turns off for 5 seconds. then turns on for 5 seconds and turns off for another 5 seconds. and on the third try it boots to the bios and windows with no errors or anything else.

I'm not sure what's going on.

I have no stability issues or failures it's only during boot.

Specs:

FX6350 @ 4.7Ghz

Gigabyte 990FX ud3

700W thermaltake toughpower PSU (this is not it I've tried others)

Kingston hyperX 3k (120GB)

amd HD6450 1GB

I'm thinking it may be something in the bios but I'm not sure. Any guesses?

That'd be my first course of action.  Possibly resetting the bios by removing the battery/shorting the jumpers as well.

Try resetting your overclock and see if that helps. Same thing happened to me when i oc'd my ram and cpu

just try everything @ default like everyone suggests, otherwise it could be a faulty mobo, or ram. Also have you ever updated your BIOS?

No force update. Just out of the box.

Try and see if setting the ram speed a little lower does anything. Could be bad memory.

It worked fine before. But when i went into the bios to change somethings (preping for OC more or less) then it started doing it. So I'm fairly certain it's soft/firmware not hardware.

Good ideas. I'll reset things to zero and see how it goes. I can't shut down and do it now though. I'll have an update tomorrow.

Go ahead and update the bios if you think it's firmware. It's most likely a semi-stable overclock that finally showed its rear end.  And yes, I would recommend resetting your bios and starting from square one. Good luck man.

I'm still not able to shut it down at this moment but I know it's not the OC. 4.7 is stable at different Voltages and it can handle 4.8 and possibly 4.9

I resest the Cmos and the bios.

Working Fine.

I bumped my cpu ratio back to 23.5 (4.7Ghz) and it's running fine. I must've messed with a different setting and freaked it out but it's fixed.

Thanks guys!
