So, this is kind of complicated, but let me explain this. 

 

Fallout 4 runs completely fine, but only when in use. 

If I leave fallout 4 running while doing nothing in the game, or even just on the home screen, the fps of my WHOLE COMPUTER will slowly start to go down.

The longer I leave it, the worse it gets.

Usually around the 5 minute mark after doing nothing performance starts to go down. Even after I close fallout 4 my PC is just too laggy to be able to use, and the only way to fix it is a complete restart of the whole computer.

This issue has fixed itself before twice, but on numerous occasions it doesn't.

For example, if I leave my PC on with fallout 4 running to go have dinner, and come back, the game might be running at 13 fps, where it usually runs at a constant 60.

I thought it might be a memory leak, but if it was, then the performance would go down as I'm playing the game too, which it doesn't do.

It can still be a memory leak, which is only triggered when the game idles.

 

Open MSI Afterburner and keep an eye on the graphs. Leave it for a bit. What does it look like?

Can you upload some screenshots of the graphs?
