That is a PCI-E Riser cable that allows you to distance the GPU (or any PCI card) from the motherboard for unique orientations (like sidemounted GPUs in the Lian-li PC-07S case).

 

Would recommend getting a shielded one from 3M for $100 as the other ones can have serious performance hits.
