Sounds like storage speed is the main problem, though frankly I don't see how that could be with a samsung SSD.  Run CrystalDiskMark on your C drive and let's see if it is working properly or not :)

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

If you can read this you're using the wrong theme.  You can change it at the bottom.

Get CCleaner and get rid of all of the startup trash that makes your PC boot as slowly as possible.

While you are at it, you might as well uninstall old apps / crap that's bound to clutter your PC over time - it happens to everyone. Do a registry clean afterwards.

Well those sequential writes aren't so good but overall I don't see any reason that should be performing badly...

Check to see if your bios has any fast boot options or disable like boot from ethernet, or other sources can improve boot times. That will help with boot times.

When we talk boot times, we have to be very clear if we are counting from hitting the button, or just counting the Windows loading time.  The Windows boot relies on little else besides storage speed, but the things that come before it depend on BIOS settings, and X99 is known to be slow in this area.

It looks like you're not running the SSD in AHCI mode.  Try enabling that in the BIOS and in Windows and see if it improves the SSD performance (though I doubt you'll notice the difference even if it does)

oh ok... that tool is confusing o.O

well I'm not sure what else could be going on.  As far as I know your system is working perfectly and you just expect it to be faster than it can be :P

why does this fail though :(

That's a good question... honestly I don't know.  I would actually make a separate thread about trying to enable RAPID mode in the storage section, and maybe someone can help you with that.
