yeah you can save your single player progress. the online stuff is backed up on rockstar servers.

I'm not sure if you can just copy and paste it onto another copy of GTA V. I also think that GTA doesn't delete save-files when uninstalled, but don't take my word for that.

With most games, the saved data is usually stored in My Documents by default.  What I usually do when transferring data from one hard drive to another is drag-and-drop My Documents, My Videos, My Pictures, and My Music to an external device.  Then when moving to a new OS, I copy and paste all subfolders within those corresponding folders to their default locations.  Some games do not follow this rule and save in AppData (usually under Local), but I've only come across a couple of games that do that.

 

In the case of GTA V, if you copy your My Documents folder over to an external drive, your story mode data will remain intact.  As I mentioned above, just remember to copy and paste the subfolders back into your new My Documents folder after you install the OS.
