I don't know what causing the issue but I think it might be my GPU drivers. it keep popping up with the message your display driver has been recovered however I don't have an overclock and the game doesn't crash either. I get around 40FPS in rocket league which isn't great. Is there some way to fix that? Running a 970 and i5 3570 using the latest drivers. Core clock on 970 is 450MHz for whatever fucking reason.

I have a similar issue with my 860m, it keeps its clock and ram at 450 most of the time then "turbos" up to the proper clockspeed when in a demanding situation. Problem is that what it calls demanding is very skewed. Unigen heaven isint demanding apparently. Even worse sometimes in the middle of the game it will go "oh, this isint demanding anymore and I can go from 30 fps down to 5. As sort of a jenky workaround I run a low resource game it counts as demanding (shantae and the pirates curse) on a second monitor while running whatever I want on my primary to get better consistency. I dont know why, I have tried unistalling the drivers and reinstalling, nothing gives. If anyone has a solution I would appreciate it as well.

If this isint your problem then thier is a slight chance that its using your integrated to run the game, worth a check.

Is the low fps constant or does the fps drop randomly?

pretty sure it was my driver but sometimes the game would run fine, but once it did hit a streak of bad performance it would stay until I restarted my PC. Such a pain in the ass to reinstall the driver though. Nvidia installer wasn't working for some reason, neither was geforce experience.
