Many software and games will run without being actually installed. They'll register what is missing if needed, let alone if anything that needs to be done. You won't have the program/game start menu shortcuts, and you'll need to manually define the file association either via the software (if there is an option), or through Windows, thought.

 

However, other programs and games might required dependencies of libraries or other programs or services to be installed in order to work. Usually larger programs/games falls in that categories. You need to run the setup which will extra and place needed files, or/and install needed service(s), or/and install any dependencies.
