to use dvi to vga adapter you need to have either DVI-A or DVI-I:

So I'm running a radeon 4850 with 2 dvi outputs and i just bought a $10 computer monitor from gumtree (australia's craigslist) and it only has a vga cord inbuilt. Am i able to buy another  crappy graphics card with a vga input but still use the 4850 for all my applications. Also i tried some dvi to vga adapters and they didn't work. probably an issue with the monitor but whatever i want to see if this works. Thanks in advance.

Just by any chance:

 

DVI->VGA converters only work with DVI-I or DVI-A:

Single/Dual link doesn't matter. From what I understand the VGA part is transmitted through the pins that are present on the DVA-A.

 

As far as adding a random GPU to your rig, no typically that doesn't work. You would need a card that could be used in crossfire with your existing GPU.

You'll indeed need to find a card that uses the "Radeon HD4000 Series" chipset as far as I am aware.
