I'd vote an i5-6500 and an R9 380 (or 380X/390, if possible). That way, you get the best of both.

i5 6400/6500/4460, and an r9 390 if possible, but tell him to wait for polaris.

I'd definitely go with the i5-6600k over the i3. But if at all possible. Tell him to wait to grab a graphics card. Polaris is right around the corner which should affect prices on the AMD side, and prices on the Nvidia side still haven't come down quite as far as I think they will (just speculation) due to the 1080/1070 release (vendors are probably still trying to get as much as they can, until AIB 1080/1070 flood the market). 

 

The other thing to consider, if he's willing to go used. He could pick up the i5 new, and probably get a 970/980 used pretty cheap. Waiting will give him time to save up some more money as well.
