Can't use mobile data on HTC One M7

I have an HTC One M7 and can't access 3G / mobile data. If it helps, the phone was bought via Vodafone but is now on giffgaff. Mobile data is definitely enabled. Can anyone help?

CPU: Intel Core i5 4690 3.5GHz

Motherboard: Asus Z97-P DDR3 ATX

RAM: Kingston HyperX Savage 8GB 2400MHz

GPU: Palit Geforce GTX 1060

Case: Zalman Z9+

Storage: Seagate Barracuda 2TB 7200RPM HDD, SK Hynix 256GB SSD

PSU: SuperFlower Golden Green HX 550W

OS: Windows 10 64-Bit

You followed the steps to setup the mobile data APN and restarted the phone afterwards yes?

It doesn't say Mobile Networks, it says Mobile Network sharing, is that it?

That could be it, if you click on it do you have the option to add an APN or network?

I can do: Portable Wi-Fi hotspot, USB network tethering and Bluetooth tethering. In the 'More' menu, I can use: Data Usage, Default SMS app, NFC, Mobile Network sharing, HTC Mini+ and VPN. Any of those could be it?
