If you can wait, might be worth looking into Polaris. The way it´s shaping up right now, you´d be getting a 980ti level card for $250. What case do you plan on using?

Okay so this is my (kind of) first/second build and second post sorry if I do anything wrong. I originally bought a prebuilt and upgraded it but I decided to just ditch the whole thing and salvage two parts from it and do a whole new build. This is the list I put together on PC Part Picker, with what knowledge I have of building a PC (which is some).

I already own the RAM, SSD, HDD [WD Blue 1 TB just realised its not in the list but I'm too lazy to fix that lol] and PSU (I only paid $30 for the ram I don't know why it's so expensive on PCPP). I ordered the motherboard off Amazon for $109, but can return it if you guys recommend something better. My main questions are about my choice of CPU cooler because I intend to do some over clocking. Will this be enough in an mITX case? Or do I need a liquid cooler? Also, I may have to choose between a GTX 1070 and the i5 4690k for a little while, would you guys recommend getting the 4690k and sucking it up with my 750ti for now and then saving for the 1070, or buying the 1070 and getting like a Pentium g3258 for now and upgrading later? Also, I have Windows 10 on my old prebuilt, do you think it would be possible to move it over?

So wait, what´s the goal of this build? Mini ITX Gaming? And not that PSU.

I'm planning on using the cougar QBX case, and Polaris sounds like a good idea, because then I can afford the i5 4690k now and by the time Polaris comes out I'll probably be able to afford at least the 480 and in the mean time I'll just use my old 750ti. Thank you!
