GPU somehow dead?

Good Morning/day/night,

while playing Path of Exile (or maybe Dark Souls II SotfS) my PC crashed and the fan of the GPU maxed out. The screen became black and I shut down the PC.

After I restarted the pc, only one monitor worked but the GPU fan still spun. The one monitor had alot of graphic error pixel stuff.

The Question: 

1. Can i somehow repair the GPU for little money or is it not worth it?
2. If the GPU is beyond repair, does it still have any value for tinkers?
3. Bonus: Should I buy new GPU (like 970TI / 1070) or used GPU?

Not necessarily. Turn down any over clocks (go below the stock clocks) and/or add more voltage.

Turn the clocks down anyway. Might help. Also, add a small amount of voltage (10 to 40mV)

i guess this thing reached end of life

can you wait for the 1070? Then yes, I'd go for it. But by your specs, a 970 will be also fine and prices are pretty low atm.

Best bet in my opinion is a complete new system because that cpu isn't the best anymore...

BTW: Shoul I even consider a  gtx 1070 with a 5 years old  AMD Phenom II X6 Black Edition 1090T

as i mentioned, I think it is time for a new system. I don't think the phenom can keep up with the 1070

It's roughly equal to an i7-2600k. Might be fine.

what you could probably do find a used 970 in the 200$ max range and save up for a new system. Prices for used 970/980s will drop pretty fast when 1080 is out because everybody wants one..
