Really High CPU Temps?

I ran the Intel XTU CPU Stress Test and the highest CPU Temp I got was 70C, I didnt change any of the settings besides setting my voltage to Manual instead of Adaptive(Same voltage though) I dont know whether this is just a wimpy stress test but my Usage hovered around 100% the entire time.

I used MSI Afterburner to record the temps(I ran it in the background whilie I ran the Stress Test)

I'm having a hard time finding something to worry about here. I'd just keep an eye on it. If the temps climb any or you really just feel like something's wrong, you can always play with your fan curves or re-seat the cooler.

I have an i5 4690k and a Noctua NH D15. I have the i5 overclocked to 4.5GHz with 1.25V. While playing the Witcher 3, my CPU temps(According to MSI Afterburner) got as high as 76 Degrees Celsius which seems really high for such an expensive cooler. I recently cleaned my PC as well and It didnt seem to make a difference. My GPU(GTX 970 Windforce/Stock) Seems to get hotter than usual as well capping out at around 77 Degrees.

Are these temps too high? The only other thing worth mentioning is my ram which I set to XMP In my BIOS.

Thanks

Run a synthetic test like AIDA64 or RealBench for 15 minutes. What are your peak temps there? 76C is a tough temp to throw a "that's way too hot" flag up on, and I don't want to suggest reseating your cooler if there's really nothing wrong with it in the first place.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Something tells me it's going to get even hotter when hitting with a synthetic, but even if it's a bit higher, I think he's more than fine.

76 is a bit hot but still in the safe zone. What is the room ambient temperature? whats the fancurve on the Cooler? what fan speed? stuff like that would be helpful

Doesn't sound unusual if you have high ambient temps or poor airflow.

I'd rather have the CPU throttle once than have the poor guy take the cooler apart, clean and reseat it, then find out that there wasn't a problem at all. He only matched two of the six numbers in the silicon lottery.

As others have stated, try running like Aida64 for 30 minutes and see what the temps get on that. Also, download Coretemp to monitor your CPU temps during the testing. If the cooler is working as intended and everything is seated properly you should see temps generally around 65c

Amibeint Tempurature is about 27C, the CPU Fan speed is around 600RPM according to the BIOS, I have my Case fans hooked up to a slider on my case itself so I dont believe checking speed is possible

I would say so. I really don't think your temp is that unusual, but then again I'm not sure how much hotter Haswell runs than Skylake.
